Then they focus on developing and advance certain technologies that were the issues of the shelved project. Say you can't make armor to withstand certain explosive weapons. You shelve the armor project. Then redirect your focus on metallurgy advances. Once you've improved your metallurgical science, you return to the enhanced armor project.
